November 30th, 2023: The Neurorights Foundation meets with California State Senator Josh Becker, Prof. Jack Gallant (Berkeley), and Dr. Edward Chang (UCSF) to discuss neurotechnology and neurorights in California.
April 17th, 2024: SB 1223 unanimously (11-0) passes the Senate Judiciary Committee and moves to Senate floor.
May 28th, 2024: SB 1223 is referred to the State Assembly Committee on Privacy and Consumer Protection.
February 15th, 2024: Senate Bill 1223, amending the California Consumer Privacy Act (CCPA), is introduced by Senator Becker.
May 21st, 2024: SB 1223 passes the California State Senate with a unanimous vote of 38-0 and moves to the State Assembly.
July 2nd, 2024: SB 1223 unanimously (10-0) passes the Committee on Privacy and Consumer Protection and is referred to the Committee on Appropriations.
Neurorights in Colorado
May 2023: Rep. Kipp and the Neurorights Foundation form a working group to draft legislation. They decided to amend the Colorado Privacy Act (CPA) to include “neural data” under the definition of sensitive data.
January 30th, 2024: HB 24-1058 passes unanimously (11-0) in the Judiciary Committee and advances to the House floor.
March 21st, 2024: HB 24-1058 passes unanimously (6-0) in the Business, Labor, & Technology Committee and moves to Senate floor.
April 17th, 2024: Governor Jared Polis signs HB 24-1058, the first piece of neurorights legislation in the world, into law.
April 2023: The Neurorights Foundation meets with Colorado State Representative Cathy Kipp of Fort Collins to discuss potential neurorights legislation.
January 10th, 2024: House Bill 24-1058, amending the CPA, is introduced into the Colorado House of Representatives and referred to the House Judiciary Committee.
February 9th, 2024: HB 24-1058 passes the Colorado House 61-1 and moves to Senate Business, Labor, & Technology Committee.
March 26, 2024: HB 24-1058 passes unanimously (34-0) in the Colorado Senate.
August 7th, 2024: HB 24-1058 takes effect in Colorado.
